FIG. 2 is a front view of a display screen or portion thereof with icon, showing my new design.

The dash-dash broken lines in FIG. 2 depict environmental subject matter and form no part of the claimed design.

The dot-dash broken lines in the figures represent an unclaimed boundary line and form no part of the claimed design.

I claim the ornamental design for a display screen or portion thereof with icon, as shown and described.
