FIG. 1 is a front view of a display screen or portion thereof with animated graphical user interface showing my new design;

FIG. 2 is a front view of the second image thereof;

FIG. 3 is a front view of the third image thereof; and,

FIG. 4 is a front view of the fourth image thereof, additionally showing the display screen or portion thereof rotated 90 degrees.

The appearance of the animated graphical user interface sequentially transitions between the images shown in FIGS. 1-4. The process or period in which one image transitions to another image forms no part of the claimed design.

The broken lines showing portions of the animated graphical user interface including text, various icons, and slanted lines, as well as the broken lines showing the display screen or portion thereof, are for environmental purposes only and form no part of the claimed design.

My display screen or portion thereof with animated graphical user interface is characterized by a weave of virtual strips resembling a checkered pattern of a plaited basket.
