The broken lines within the dash-dot rectangle depict portions of the display screen with transitional graphical user interface that form no part of the claimed design. All other broken lines show an electronic device and form no part of the claimed design.

The ornamental design for a mobile phone having display screen with transitional graphical user interface, as shown and described.
