First and second hydraulic control assemblies each include high and low pressure safety pilot valves. Both the isolation valves return to the closed position if either high pressure safety pilot valve senses an operating pressure greater than a high pressure setting or if either low pressure safety pilot valve senses the operating pressure is less than a low pressure setting. The system is self-contained and free of a connection to any component other than the fully rated pipeline.

In operation, the user inflates the cuff through the air release valve, squeezing the bulb to retain the bottle in the inflated cuff, and when drinking fluid is needed, actuates the valve to vent air from the cuff so that the bottle is easily retrieved by the user.

The locking coil is operable to capture the biasing agent in the retracted position. As such, the positioning coils are thereafter able to move the actuator free of the bias from the biasing agent.
