When a flow of electricity passes from the power source to the heating element, a temperature of the heating element increases to sever the tape. Buttons and/or switches are preferably included and designed as a safety feature. The buttons and switches are to be operated in a certain manner in order to prevent unwanted heating of the heating element.

Then when an adhesive tape roll is fitted around on the pivotal shaft, two hooks of the two elastic section walls stop the outer end of the adhesive tape roll and keep it from falling off. Further, the one-way constrict wall elastically pushes outward tightly the adhesive tape roll to let it rotate only forward, never backward.

A cantilever supported gantry beam supports the material delivery heads inside the interior mandrel surface. A connecting mechanism connects the material delivery heads to the gantry beam and provides motion of the material delivery heads relative to the interior mandrel surface.
