The detents from the cap bend the blocking flange so that the reservoir can not move in relation to the dispensing outlet when the cap is in a closed position. When the cap is removed, the detents no longer bend the blocking flange, and the actuator can then move the reservoir in relation to the dispensing outlet and affect dispensation. In at least one embodiment the actuator is not axially aligned with the dispensing outlet.
