The display panel is provided with a plurality of sub-pixels, the display panel including: a first substrate and a second substrate opposite to each other, and multistable liquid crystals between the first substrate and the second substrate; wherein, each of the sub-pixels is provided with a first electrode and a second electrode to generate an electric field for the multistable liquid crystals, and the multistable liquid crystals have different optical properties under different electric fields and after an electric field disappears, the multistable liquid crystals can maintain the same optical properties as the electric field exists. The present disclosure also provides a display device, including: the above mentioned display panel.
