The base stations delay their responses by different amounts according to the amplitude of the as-received hailing message, the shortest delay for the strongest signal. The hailing message thereby enables the user device to select the most suitable base station, acquire its system information, and begin communications, while avoiding the time and complexity involved in searching for that information separately.
