    Abstract: Systems and methods are disclosed for controlling congestion in a Radio Access Network (RAN). One embodiment comprises a charging system of a network. The charging system receives a traffic report for a RAN indicating a congestion condition in an area of the RAN. The charging system then identifies a subscriber in the area of the RAN, identifies a service plan for the subscriber, and generates modified rules that deviate from predefined rules in the service plan of the subscriber in response to the congestion condition. The charging system then provides the modified rules to a network entity, such as a Policy and Charging Rules Function (PCRF), that performs policy and charging control for a service requested by the subscriber.

The charging data system then inserts duration information for the long duration session in the partial CDR based on the stored interim timestamps, and transmits the partial CDR to a correlation system. The correlation system may then calculate a total duration for the session based on the duration information in the partial CDR. Even if a start/stop timestamp is not available, the correlation system may estimate the total duration of the session based on the interim timestamps.

The method, in one example embodiment, comprises obtaining automatic number identification (ANI) data or billing telephone number (BTN) data associated with a subscriber line of a telecommunications network; obtaining identification data associated with a subscriber, said identification data being different from the ANI data or the BTN data; searching a first database using the ANI data or the BTN data to determine first reference subscriber data; searching a second database using the identification data to determine second reference subscriber data; comparing the first reference subscriber data to the second reference subscriber data; and verifying an identity of the subscriber based on the comparing.

Thus, the present invention provides an efficient method for billing phone calls that are placed from SIP enabled devices to a telephone connected to the Public Switched Telephone Network (PSTN). The method of the present invention also substantially eliminates certain types of fraud.
