A handle for the brush head includes a reservoir for a liquid treating agent and communicates through a passage in the brush head with small dispensing holes spaced among the bristles. The cover member is rotatable between a bristle exposed position in which the bristles are exposed through the lateral opening, and a bristle storage position in which the bristles are concealed within the cover member. One discharge comprises a linear stream and the other comprises a spray. A nozzle housing detachably mounted on the head of the brush assembly is employed to deliver the intermittently, interrupted or pulsating water jet discharges. Water passing through the brush assembly and the housing drives a turbine blade assembly in the housing. In turn, the turbine blade assembly rotates rotatable valve member at a rotary speed dependent upon the initial pressure of water entering the brush assembly. Water flows through an inlet of the housing through two flow paths. In one flow path, water flows through a valve port in the valve member and out through the discharge orifices in the housing.
