Handoff trigger data is established in response to detecting that at least one mobile station experienced a call drop and then quickly re-originated on a sector that was not included in the mobile station's active set at the time of the call drop. The handoff trigger data correlates a location where the call drop occurred with the sector on which re-origination occurred.
