The location of the UE is monitored, by the UE, for example with a GPS system or identification of the cell of the corresponding base station. After successful recovery from the problem, the alternative base station used is also stored in the memory. Next time the same location and problem is encountered, the UE uses the previous information for alleviating the problem or perform as fast recovery as possible. In this way, the UE can be operated with less frequent base station searches thereby saving battery, while at the same time sufficient coverage may be obtained.

The mobile switching center will authorize the call if the call to be set up is directed to a subscriber unit located within the service area of the base station and if the service option to be used is authorized for the particular subscriber unit. The mobile switching center transmits a BS Service Response message to the base station, conveying the result of processing the BS Service Request message.
