When a network receives an indication that a mobile device requires registration with the network, the network determines as a function of said LBI, a desired network access technology to use to connect said mobile device with the network. Instructions are then transmitted to the mobile device to establish a connection using said desired network access technology and the device is registered with the network. Dynamically updated LBI information from mobile devices is also used for IP network routing optimization.

The method is based on a central self-organizing network (SON) server, which dynamically changes neighbor lists on congested base station and on all base stations in vicinity. The procedure is triggered by measuring relative committed traffic rate and air interface utilization of the base station. When base station enters into congested state, it notifies the SON server. The SON server creates new neighbor lists for all base stations in the vicinity and removes the congested base station from these lists. With new neighbor lists propagated to mobile stations, the latter won't scan and initiate handovers to the congested base station. The SON server additionally creates a new dense neighbor list and changes handover triggers settings of the congested base station. The mobile stations consequently find other handover opportunities and connect to different base stations.

The invention creates a new type of diversity, referred to as multiple carrier diversity by utilizing multiple carriers, assigning different power levels to each carrier frequency at each base station, and/or offsetting sector antennas. The cell and/or sector coverage areas can be set so as to minimize or eliminate overlap between cell and/or sector boundary regions of different carrier frequencies. Mobile nodes traveling throughout the system can exploit multiple carrier diversity by detecting carriers and selecting to use a non-boundary carrier based on other system criteria in order to improve performance. Boundary carriers may, but need not be, identified and excluded from consideration for use by a wireless terminal.

If the wireless device nonetheless registers with such a wireless network, then registration can be reattempted with another available wireless network.

    Abstract: Disclosed is a method for a femtocell to reduce interference with an overlapping macrocell. The femtocell determines soft-frequency-reuse (“SFR”) information of the macrocell. From that information, the femtocell determines which frequency sub-channels are assigned by the macrocell for its cell-center users and which frequency sub-channels are assigned for cell-edge users. (Cell-edge users are given a higher transmission power profile in order to overcome potential interference with neighboring macrocells.) Then, the femtocell selects from the cell-center user frequency sub-channels for transmission to the femtocell's users. By transmitting on the cell-center user frequency sub-channels, the femtocell reduces interference with the overlapping macrocell. The femtocell continues to update its knowledge of the macrocell's SFR information and re-assigns frequency sub-channels as the SFR changes.

If the two MUs engaged in communication are within the same cell or adjacent cells, and the savings of backhaul resources outweighs the additional wireless resource costs associated with performing the call anchor function at a BTS, then a single BTS is used to communicate with both MUs. This single BTS performs the call anchor function.
