A means for gripping the ends of the loop of cord so that the inertial element is midway between the gripping means is attached to the loop. The user of the apparatus twirls the inertial element to create twists in the cord and then applies opposed tension to the cord to cause the inertial component to rotate as the twists in the cord unwind.
