The thermoplastic resin article, such as a pipe or tank liner, contains a minor proportion of an additive such as an anti-oxidant, an ultraviolet stabilizer, a plasticizer, or a heat stabilizer. During exposure to the fluid, the additive tends to migrate toward the exposed surface and be leached from the resin setting up a concentration gradient throughout the thickness of the resin article. The process is conducted in an aqueous medium using a free-radical yielding catalyst, and in the presence of a hydrolyzed polyvinyl acetate (polyvinyl alcohol) having a degree of hydrolysis in the range of about 65% to about 85% and a compound having a hydrophile-lipophile balance (HLB) less than about 3.5. The assembly also includes a cover which is attachable to the post portion of the hub to enclose the cannula. The cover and post portion are coupled together by a "tamper-proof" connection which normally resists removal of the cover, and thereby attests to the sterile integrity of the needle. The connection can be broken in response to the deliberate application of a predetermined rotational force by the user upon the cover and cannot thereafter be recreated, thereby serving as an outward indication that the sterile integrity of the cannula has been compromised. The improved compositions incorporate a small quantity of a phthalic acid ester into the major plastic component which is derived from the polymerization of monomeric di-ethylene glycol bis allyl carbonate. Di-substituted phthalic acid esters are preferred as the added component, with the further perference that the ester substituent has a chain length of 2 or more carbon atoms.
