A tubular member has a casing with a retractable projection at one end. When the sleeve member is sleeved rotatably on the tubular member, the retractable projection extends into one of the retaining grooves of the curved member so as to retain the sleeve member at a predetermined position relative to the tubular member. A cable has one end fixed in the tubular member and passes through the notch.
