Using a delay element and a selector, a spreading code sequence for a Q-phase signal for quadrature modulation is phase-modulated with second information, whereas no phase modulation is applied to a spreading code sequence for an I-phase signal. When the mobile station engaging in an emergency call moves into the adjacent service zone, a connection requesting unit in the first base station controller requests the second base station controller to make a radio connection between the mobile station and the second base station through a radio channel secured by the securing unit.

Since the VT1.5 frame is synchronized with the STS1 frame, the multiplexing and demultiplexing processes can be carried out in smaller units of the VT1.5 frame. Accordingly, data can be distributed on smaller units on a network.
