The insulating substrate has a first surface and a second surface opposite to the first surface, one end of the first surface defines a first isolating area and a second isolating area, one end of the second surface adjacent to the first and second isolating areas defines an insulating area, a horizontal feed circuit and a vertical feed circuit are disposed at the insulating area. The ground plane includes a first ground plane and a second ground plane. The radiating element is positioned opposite to and spaced from the first ground plane. The horizontal and vertical polarized portions are positioned on the radiating element and corresponding to the first and second isolating areas respectively so as to couple with the horizontal and vertical feed circuits, respectively.

The interior of the airtight metal frame can be installed with packaging materials or optical components. The sealing holes are sealed with a glass or ceramic material. A fluorescent layer is formed on a silica gel layer, wherein the fluorescent layer can also be installed inside a silica glass package cover. The silica glass package cover is installed on the top surface of the airtight metal frame, and the silica glass package cover is engaged and sealed to a sealing rack.

The lens body includes a fluorescent layer buried inside the lens body, and the lens body is positioned apart from the light emitting units for a certain distance.

Each of the medium elements includes a light input surface, and a light output surface, and both of the light input surface and the output surface are arcuate surfaces adapted for diffusing the light emitted from the point light source. The point light source emits the light, and the light is inputted from the light input surface of the medium element and outputted from the light output surface of the medium element, thus configuring a uniformly distributed light without producing a ghost image. Further, a fluorescent material may be mixed in the medium element for obtaining a color combined light.

The UV LED module is installed on the support member and emits light into a first chamber of the support member. The support member is disposed on the base, and the base has a third chamber defined there beneath. The top cover is assembled on the support member and has a slide cover slideably mounted thereto. When the slide cover moves toward a first direction, the first open end and the second open end are opened so that the user's fingernails can be put in the first chamber for treatment. When the slide cover is released to revert back to close the first open end and the second open end, the user's eyes can avoid from being directly exposed to the UV light. When the toenails are to be treated, the base can be conveniently disassembled from the support member, and the toenails to be treated are inserted into the first chamber for treatment.

Initially, a dynamic authorization table is initialized to set authorized records of at least an authorized user equipment (UE) for a closed femtocell. When the closed femtocell provides services for the authorized UE, IMSI/MSISDN records are learned in an initial phase for learning data. The learned IMSI/MSISDN records are dynamically adjusted with the expired period of the access right on the femtocell in a reweighting phase. The expired or oldest IMSI/MSISDN records will be removed from the dynamic authorization table in an ageing phase.
