    Abstract: Structure and method of making a board having plating though hole (PTH) core layer substrate and stacked multiple layers of blind vias. More stacking layers of blind vias than conventional methods can be achieved. The fabrication method of the board having high-density core layer includes the following: after the making of the PTH, the filling material filled inside the PTH of the core layer is partially removed until the PTH has reached an appropriate flattened depression using etching; then image transfer and pattern plating are performed to fill and to level the depression portion up to a desired thickness to form a copper pad (overplating) as the core layer substrate is forming a circuit layer; finally using electroless copper deposition and the pattern plating to make the product.

The both ends of the resilient element are engaged to the upper lid and the carrier seat, respectively, to provide a force so that the upper lid and the carrier seat can incline towards each other. The facing surface of the carrier seat has a positioning element and the facing surface of the upper lid has a maintaining element. The bottom of the carrier seat includes an anti-slip layer.

    Abstract: A microfluidic chip with a built-in gravity-driven micropump is provided. The gravity-driven micropump comprises a winding channel, an inert fluidic material placed inside the winding channel, and a suction channel that links the winding channel to the microfluidic chip. The winding channel is for the inert fluidic material to flow in. A fixed volume of high density, inert fluidic material is placed in the winding channel to act as a micropump in the bio chip. When the microfluidic chip is placed in a declining or standing position, the inert fluidic material flows along the winding channel due to the gravity. The invention provides a simple, convenient, and robust microfluid pumping source. With the built-in micropump, this invention is free-of-pollution and saves the manufacturing cost for the pipe link between the bio chip and peripheral devices.

    Abstract: An MPEG-4 system with error concealment is provided for video service under the network with packet loss. The MPEG-4 system includes an encoder and a decoder. The encoder uses an intra-refreshment technique is used to make coded bitstream more robust against noise in order to stop error propagation. The rate-distortion optimization criterion is also introduced to adaptively update in synchronization with intra-coded blocks adaptively based on the true network condition with minimal overhead. The Lagrange multiplier is modified to achieve the best rate-distortion balance. In addition, a decoder loop is used in the encoder and is synchronized with the true decoder to achieve the best performance and avoid mismatch with the decoder used in the MPEG-4 system. The decoder is able to achieve resilient decoding from any kind of noise and enhance the reconstructed image quality with spatial and temporal hybrid concealment method. The result shows that a 3.65-9.

The method includes the steps: first using Optimal Regression Plane to estimate the space motion vectors for each block in the missing macro-blocks; selecting appropriate motion vectors from the estimated space motion vectors and the correct temporal motion vectors in the previous frame as the candidate motion vectors; dividing the missing macro-block into sub-blocks with optimal size; fine tuning the candidate motion vectors as the predicted motion vectors; and using the predicted motion vectors to generate the predicted image data for the missing macro-block and further concealing the effect of the missing macro-blocks upon the image quality of the current frame. The method reduces the computation time, speeds up the process, and improves the image quality.

According to the tree decoding method, an estimated path metric of node v is f(v)=g(v)+h(v), where g(v) represents a sum of bit metrics of all bits on a path from the root node to the node v, and h(v) represents a lowest bound of estimated accumulated bit metrics from the node v to the goal node. The present invention creatively improves the approach for calculating h(v). According to the present invention, some parity bits are only related to a part of the information bits, according to which the edge metric h(v) of the parity bits can be preliminarily incorporated into the path metric of the part of the information bits. As such, some nodes having inferior path metric could be eliminated in advance, thus minimizing the searching range and simplifying the decoding complexity.
