    Abstract: A method is provided whereby wireless system operators broadcast each other's carriers in an inter-RAT neighbor list according to protocols that minimize conflicts with carrier-selection algorithms provisioned in served mobile terminals. According to the method of the invention, Access Networks (ANs) broadcast neighbor lists for their own carriers and carriers of different operators serving the same geographical area, the neighbor list being used for inter RAT reselection. The carrier-selection priorities broadcast in the neighbor list are established to be consistent with the priority policy respecting home network and non-home networks as provisioned in the mobiles by their operator. In case of conflict, the cross-RAT priority broadcast by the AN shall take precedence over the cross-RAT priority provisioned in the mobiles.

The hashing class mask of the first-type or hashing of the second-type class mask may be assigned based on whether the wireless user is authorized to access a first femto cell within the femto subnet. The hashing class mask of the first-type provides access to at least one first femto cell within the femto subnet.

    Abstract: Systems and methods are described that facilitate obtaining geolocation information describing the geographical location of a mobile device while the device is in idle mode, without requiring the device to awaken and connect to an access network. A request for geolocation information is transmitted to the mobile over a control channel, and a geolocation report including geographical coordinates (latitude, longitude, altitude, etc.) is received from the mobile over an access channel. In this manner, the no user action, or user knowledge of the geolocation report, is required to obtain the report.

    Abstract: A closed loop power control based on receiving a continuous quality feedback is described. A main reverse link (RL) pilot is controlled by the quality feedback of a substantially continuous delay-sensitive traffic stream, such as Voice-over-IP (VoIP), when such a stream is enabled. When such a stream is not enabled, the quality of a continuous RL overhead channel is used to control the pilot power. At the same time, the Traffic-to-Pilot Ratios (TPR) of contemporaneously transmitted delay-sensitive data streams are independently adjusted based on a quality feedback associated with each such data stream.
