Therefore, the pH adjustment can be performed while a large amount of bubbles of ammonia are prevented from being generated in the nebulizer.

The cavity is filled with a second insulation layer. A contact terminal projecting from a lower surface of the first insulation layer is electrically connected to the wiring layer by a conductive wire.
