  • Patent number: 8279786
Abstract: Methods and system are provided for managing and monitoring allocation of RF spectrum resources based on time, space and frequency. A network may be enabled to allocate excess spectrum resources for use by other network providers on a real-time basis. Allocated resources may be transferred from one provider with excess resources to another in need of additional resources based on contractual terms or on a real-time purchase negotiations and settlements. A network may be enabled to monitor the use of allocated resources on real-time basis and off-load or allow additional users depending on the spectrum resources availability. Public safety networks may be enabled to make spectrum resources available to general public by allocating spectrum resources and monitoring the use of those resources. During an emergency, when traffic increases on a public safety network, the public safety networks may off-load bandwidth traffic to make available necessary resources for public safety users.

  • Patent number: 8280344
Abstract: Systems and methods deliver a dynamic telephone directory to wireless handsets of emergency services personnel for responding to an incident. When an incident occurs, wireless handsets of emergency services personnel near the incident are identified. An incident-specific telephone directory is generated using information stored in a database of emergency response personnel including wireless handsets of emergency services personnel within an incident response area plus personnel outside the area with responsibilities for managing or assisting in the incident response. The incident-specific telephone directory is then delivered to wireless handsets of emergency services personnel. The database of emergency services personnel and the incident-specific telephone directory may be organized by name, roles and responsibilities, agency, geography, incident type, and response plan.

  • Patent number: 8275349
Abstract: Methods and systems automatically allocate cellular communication network resources to emergency response personnel during emergency situations which are detected by call volumes exceeding a predetermined maximum. Access to cellular communication network resources is provided by dedicating a portion of communication channels to emergency response personnel use. By reserving whole communication channels for emergency communication purposes, emergency personnel are able to both initiate and receive calls from both other mobile devices as well as conventional landline telephone stations. Qualified emergency response personnel can preregistered their phones and be assigned personal identification numbers to enable access to allocated network resources. Users can also be registered “on the fly.

  • Patent number: 8273058
Abstract: An improved implantable valve accumulator pump for the delivery of medication is disclosed. The implantable pump comprises a pressurized drug reservoir. The medication metering assembly comprises a fixed volume accumulator positioned between a pair of valves. The valves alternately open and close to admit medication from the reservoir into the accumulator and to dispense a precise volume pulse to an outlet catheter. In order to improve the pump's accuracy and to increase pumping volume while optimizing the pump's overall size and energy usage a two way diaphragm accumulator is used. The unit can be externally programmed or can be used in a fixed rate configuration that is never programmed but set at the factory or in the current programmable configuration.

  • Patent number: 8276203
Abstract: A system and method for mitigating a denial of service attack in a subscriber network. A traffic monitor monitors bandwidth usage of a subscriber network that is directed to a particular port. The traffic monitor detects excessive traffic based on preset thresholds or algorithms. When excessive traffic is detected, the traffic monitor may obtain the source IP address from headers in the packet stream and identify the device or devices from which the packets were delivered to the network. Using the IP addresses of affected devices, a policy may be implemented to throttle packets originating from those devices that are directed to the particular port.

  • Patent number: 8271034
Abstract: A system and method for establishing a rule for an end device connected to a subscriber network. The subscriber network is connected to a service provider network via a local gateway. The subscriber network receives services from a remote operations center via a service provider network. Capability information indicative of a service that the end device is capable of receiving is acquired by the local gateway from the end device. The capability information is sent to the remote operations center via the service provider network. The remote operations center uses the capability information to identify a subscriber service that is supported by the end device. The remote operations center uses the capability information to determine if the end device requires an application to provide a service and, if so, provides the application to the end device.

  • Patent number: 8270581
Abstract: A telephone subscriber registers with a digital telephone service provider (DTSP) to obtain telephone service. The telephone subscriber also registers with an instant messaging service provider (IMSP) and receives a screen name. The telephone subscriber registers the screen name with the DTSP to receive caller identifying information (CID) via instant messaging (IM) (sometimes referred to herein as “CID IM service”). When a call to the telephone number of the telephone subscriber is received at a switch operated by the DTSP, the DTSP confirms that the telephone subscriber has registered a screen name with the DTSP and then sends the caller identification information to the IMSP. The IMSP then sends an instant message containing the caller identification information to the telephone subscriber's instant message client.

  • Patent number: 8265050
Abstract: Systems and methods for sharing a payload among mobile devices in a wireless network. A first mobile device is configured to communicate with an access device via a first wireless path and with a media gateway server via a second wireless path. One or more other mobile devices are configured to communicate with the media gateway server via the second wireless path and with the first mobile device via a third wireless path. A payload is received at the first mobile device from the access device via the first wireless path and is partitioned into portions. One portion is assigned to the first mobile device, and the remaining portions are assigned to each of the one or more other mobile devices. The assigned payload portions are sent to the media gateway server via the second wireless path.
