Abstract: The coded signal is output with a frame sequence that differs from the frame sequence of the input video signal by outputting the frame information coded by in-frame or inter-frame coding before the frame information coded bay interpolation coding based on the successively preceding frames. Frames immediately preceding a scene change are coded by a method other than field interpolation coding, frames immediately after a scene change are coded by in-frame coding, and the coded information for the frame immediately after the scene change is output after the coded information for the frame immediately before the scene change.

Abstract: An instrument for measuring the coagulation characteristics of whole blood samples is provided with disposable parts for contacting the blood. The pin has a blood-compatible plastic sleeve surrounding a metal stem which weights the pin assembly so it sinks into the blood sample. The metal stem also engages into the pin suspension apparatus of the instrument. A blood-compatible plastic cup receives the blood sample to be tested, and is surrounded by a metal collar to transfer heat to the cup for the time required for a test. The plastic surfaces which contact the blood sample are slightly roughened, to a matte finish, to improve adhesion so as to approximate the results obtained with stainless steel pins and cups.

Abstract: An inexpensive circuit for controlling the recharging of a rechargeable power source by a photovoltaic panel is used for powering a load such as the lamp of a walk light. Using a minimum number of components, the circuit can charge a rechargeable battery anytime sunlight is sufficient to place a potential across the battery that is greater than the present potential of the battery, can sense a decrease in voltage across the photovoltaic panel with diminishing ambient light and energize the load, can prevent the load from being energized when the ambient light level is sufficient to re-charge the battery, can provide positive feedback at turn-on of the load, thereby hastening turn-on and providing hysteresis, can provide for adjusting the hysteresis bands, can shift the turn-on and turn-off thresholds, and can provide an adequate current to guarantee turn-on when using low leakage solar panels.

Abstract: A monoflow shock absorber is provided with a blow off valve which provides the principal flow restriction during both extension and compression of the shock absorber. The force biasing the blow off valve closed is controlled by a control piston which is connected to the blow off valve plate by a rigid, solid rod. The piston responds to a pressurized control fluid, the pressure of which is selected by a high speed pressure regulating device such as a servo valve. This system provides high speed adjustment of the damping force of the shock absorber, substantially independently of the stroking speed of the shock absorber. The shock absorber includes a cylinder in which a working piston moves, and the cylinder is closed at one end with an inner cylinder head assembly made up of a body and a cap, which define a manifold therebetween.
