    Abstract: Amplitude-modulated (AM) signals spanning a spatial wide area can be efficiently detected using a slowly scanning optical system. The system decouples the AM carrier from the AM signal bandwidth (or carrier uncertainty), enabling Nyquist sampling of only the information-bearing AM signal (or the known frequency bandwidth). The system includes a staring sensor with N pixels (e.g., N>106) that searches for a sinusoidal frequency of unknown phase and frequency, perhaps constrained to a particular band by a priori information about the signal. Counters in the sensor pixels mix the detected signals with local oscillators to down-convert the signal of interest, e.g., to a baseband frequency. The counters store the down-converted signal for read out at a rate lower than the Nyquist rate of AM signal. The counts can be shifted among pixels synchronously with the optical line-of-sight for scanning operation.

The user equipment receives the RRC configuration message from the base station and reads the first information element and the second information element from the RRC configuration message.

    Abstract: A heparin structure with increased anticoagulant activity and method of making the same are disclosed. A heparin sample is provided and treated with a heparan sulfate sulfotransferase in an enzymatic reaction to add sulfuryl groups from a sulfuryl group source to the heparin sample, resulting in a heparin structure having above about 8% more 3-O-sulfo groups relative to wild-type bovine intestinal heparin. The added sulfuryl groups modify the heparin structure and increase the sample's binding to antithrombin III and its anticoagulant activity to be more similar and a viable alternative to porcine intestinal heparin. The modified heparin exhibits an anti-FXa activity and an anti-FIIa activity greater than about 180 U/mg, and a ratio of the anti-FXa activity to the anti-FIIa activity of about 0.9 to about 1.1, consistent with U.S. Pharmacopeia (USP) heparin activity specifications.
