    Abstract: This document describes systems and techniques for encoding a video frame using different compression ratios or compression algorithms for text blocks and non-text blocks. The described systems and techniques can determine, using a machine-learned model, which blocks of a frame include and do not include text. The described systems and techniques can then use a different compression ratio or compression algorithm for text blocks than the compression ratio or compression algorithm used for non-text blocks. For example, the systems and techniques can encode the text blocks using a first compression ratio that results in higher video quality than a second compression ratio used on at least some non-text blocks. In this way, the described systems and techniques can improve text legibility in a video file without significantly increasing the bandwidth requirements to transmit the video file to remote computing devices.

    Abstract: A cargo container for a vehicle roof has dual latch handles, with one latch handle on each side of the cargo container. The cargo container comprises a lid that may be in closed or open configurations. In the closed configuration, the latch handles may be in a locked or unlocked state. In the unlocked state the latches may be latched or unlatched. The cargo container may be reconfigured from closed to open configurations when either of the latches is in the unlocked and unlatched state, even if the other latch is in the locked state or the unlocked, latched state. This allows a user to open the cargo container without walking around to both sides of a vehicle to unlocking both latches. The cargo container does not require a dual hinge system to function in the described manner.

The flux modulation signal is configured to modulate a transition frequency of a first tunable-frequency qubit device in a superconducting quantum processing unit such that a time average of the transition frequency of the first tunable-frequency qubit device over a duration of the flux modulation signal is on resonance with a transition frequency of a second qubit device in the superconducting quantum processing unit. A two-qubit quantum logic gate is applied to a pair of qubits defined by the first tunable-frequency qubit device and the second qubit device. Applying the two-qubit quantum logic gate includes communicating the flux modulation signal to a flux bias control line coupled to the first tunable-frequency qubit device.

The insert may include a groove section adapted for longitudinal alignment with the groove in the internal bore of the operator housing. The groove section will be located within the internal bore such that the roller will exit the groove section of the insert. If the roller causes damage, it will be to the insert, not to the operator housing. If such damage occurs, the damaged insert can be removed and replaced with a new insert. This avoids scrapping or refurbishing damaged operator housing.

The mobile device also controls the meter such that fuel is allowed to flow only when the mobile device is aware of which vehicle is receiving the fuel. Thus, over time, the mobile device is able to track accurately which vehicle is receiving fuel so that the amount of fuel delivered to each vehicle can be precisely determined.
