Abstract: An apparatus in one example may have a functionality of a policy decision function divided into two parts; one part representing a home network application function and the other part representing visited network bearer resources and local policies. The one part of the policy decision function supports communications with the application function, and represents the home network and application in a request for QoS control to the visited network. The other part of the policy decision function supports visited network interactions with a policy enforcement function, and represents visited network local policy related to resource utilization and roaming agreement-based policy.

Abstract: A method and apparatus for performing add-compare-select processing using carry-save arithmetic. Data compressors that operate based upon carry-save principles are utilized to render the correct result without requiring intermediate results to be resolved. Intermediate results are truncated to ensure that the dynamic range of the add-compare-select unit is not exceeded, whilst ensuring that the resolution of the intermediate results is not adversely affected. The computation of two competing paths is delayed and only the difference is computed directly, resulting in a reduction of the propagation path through the add-compare-select unit.

Abstract: A sensor that is responsive to at least two distinct spectral bands, e.g., infrared radiation and ultraviolet or infrared and visible light makes use of the junction of a diode-based bolometer as a photocell in addition to its temperature dependence for detecting infrared radiation. More specifically the diode bolometer is arranged to work in the conventional manner, in that an electrical characteristic of the diode, e.g., the temperature dependence of its current-voltage (I-V) curve, is used as the basis for measuring temperature, and hence, infrared radiation. Additionally, the same diode may be operated as a photocell to detect radiation that is capable of interacting with the electrons in the junction of the diode. This may be achieved by detecting a change in the operating point of the diode based given its present biasing in response to noninfrared radiation incident upon the diode.
Abstract: A method and apparatus for estimating transmission delay across a telecommunications network by performing a statistical analysis of conversational, behavior in the network. Certain characteristic events associated with conversational behavior (such as, for example, alternative silence events, double-talk events, talk-spurt events and pause in isolation events) are identified and measured. Then, based on the proportion of time that these events occur, an estimate of the delay is calculated using a predetermined equation. Illustratively, the equation is a linear regression equation which has been determined experimentally.

Abstract: A method of wireless communication. The method includes the step of broadcasting a message, such as channel list message, for example. The broadcasting message lists each available carrier for each available frequency band in the wireless communication spectrum—e.g., 400 MHz and about 2100 MHz. Each available carrier listed within the message may correspond with at least one cell of a coverage area. Moreover, each broadcast message comprises at least one occurrence for each available carrier. Each available carrier may also be repeated within the message a number of times corresponding to a carrier weighting. This carrier weighting in turn corresponds with a traffic load. Alternatively, the method may also include the step of repeating the broadcast of the message a number of times, wherein the number corresponds to a carrier weighting associated with the traffic load. The broadcast message may also comprise a listing of at least one service, such as voice and/or data, supported by each available carrier.

Abstract: An optical buffer employing Bragg scattering (BS), in which two pump signals are combined with an input (data) signal in a four-wave mixing (FWM) medium to frequency convert the input signal into an idler signal, which is applied to a dispersive medium, in which the idler signal propagates at a speed different from that of the input signal. By selectively turning on and off a pump, e.g., at bit-level switching rates, the BS-based frequency conversion can be selectively performed on particular bits in the input signal, e.g., to generate an output signal having reordered bits. A BS-based optical buffer can (1) be tuned to achieve different amounts of delay; (2) support single-channel or multiple-channel, classical or quantal communications; (3) be implemented with co-phased pump-phase modulation to suppress stimulated Brillouin scattering, while inhibiting spectral broadening of the idler signal; and (4) provide polarization independence using standard polarization-diversity techniques.

Abstract: An integrated reconfigurable planar lightwave add-drop (RPLAD) multiplexer for use in a WDM optical communication system is arranged such that each drop port can receive any wavelength channel and each add port can transmit on any wavelength channel. Drop port reconfigurability is achieved by integrating a cross-connect functionality into the RPLAD, illustratively using optical 1×2 switches to perform “space” switching. Abstract: A Destination Call Router network element is provided for Internet Protocol dial-up congestion relief, providing Public Switched Telephone Network off-load. The network element, a combination of an Asynchronous Transfer Mode switch and a Broadband Interworking Call Router with application software, is interposed as a node within the conventionally arranged PSTN. Call data is interworked to destination locations based upon call types associated with called directory numbers. Abstract: A method of controlling link transmission parameters of a communication flow in a network caches one or more network parameters at the end of a first communication flow for an elapsed time, and adjusts the network parameters for controlling link quality and transmit power of a next communication flow based on an uncertainty that is caused by caching for the elapsed time. The state of a communication channel during a previous communication flow (connection) is used to determine network parameters to use at a future communication flow. When a connection begins, and the network does not know the ideal settings to use, the network defines a specified, elapsed time duration over which the state of a previous connection no longer can be trusted, i.e., an uncertainty period. Network parameters are adjusted to account for uncertainty caused by the elapsed time.

Abstract: A method of transmitting information over a feed back channel of a communication system that has multiple antenna systems is provided. Long term channel condition information is obtained from received measured and/or calculated channel parameter values. The obtained long term channel condition information is arranged in a particular manner and transmitted over a defined time period during which the long term channel condition information varies relatively slowly. Because the long term information remains relatively constant for one or more defined time periods, the amount of bandwidth needed to communicate this value is small because it need only be communicated occasionally. Thus only a small bandwidth needs to be allocated for transmitting this long term information.
