And the actuator has a drive shaft coupled to the coupler so that rotation of the drive shaft is transmitted to the coupler and the valve shaft.

The base station then identifies, using the at least one link quality parameter, a surface configuration for a reconfigurable intelligent surface (RIS) of an adaptive phase-changing device (APD) and transmits a first indication of the surface configuration using an adaptive phase-changing device control channel, APD control channel. In aspects, the base station determines using the at least one link quality parameter, a position configuration for the APD and transmits a second indication of the position configuration to the APD. The base station then communicates with the UE using the APD.

Each boom arm and hinge combination includes a complementary dimension to one side of the central frame portion to position a boom arm parallel thereto when in the retracted position. A plurality of landing gear hinges are positioned along the bottom of the frame and transition a plurality of landing gear legs between a ready for flight position and a storage position. In the storage position each of the legs are positioned diagonally beneath the central frame portion.

The pressure of fluid at the outlet of the high crack pressure valve has little or no effect on movement of the moveable element from the first closed position to the second open position. Fluid injector systems and fluid path elements which include the high crack pressure valve are also described.

In an embodiment, the system uses existing RF transceivers on the smart-phone, such as Bluetooth LE or WiFi to periodically transmit an identifying message. Road-based equipment detects and locates the smart phone. In a further embodiment, the smart phone is alerted by roadside beacons and only then responds with its identification information. Processing can be performed either on the smart phone or by roadside or central office equipment as is the case in prior art active or passive transponder-based tolling systems. Vehicle location detection can be enhanced through the use of directional antenna matrices such as a Butler matrix. The system can be used for automated roadway tolling and monitoring.
