Abstract: A user equipment receives from a network a transmitted (broadcast) access mode indicator that indicates whether a close subscriber group CSG network is being operated as open or close, and if it indicates open a user equipment UE that is not a registered member of the CSG is allowed access to the close subscriber group network as a guest member. The CSG network can provide higher priority services to its registered members by differentiating them over guest members by an indication, received from each UE in its RADIO RESOURCE CONTROL CONNECTION REQUEST message, whether it is registered or a guest. The CSG can also transmit its ID/name for display at the UE so the UE may select whether and which CSG to join.

Abstract: After a radio base station eNB10-2 receives a Handover Request message that is transmitted by a radio base station eNB10-1, for a radio terminal UE30-1 connected to the radio base station eNB10-1 to perform handover to the radio base station eNB10-2, the radio base station eNB10-2 transmits a response (Handover Request Ack message or Handover Request Nack message) to the Handover Request message to the radio base station eNB10-1. The Handover Request message includes information indicating a fulfillment level of throughput obtained when the radio terminal UE30-1 executes an application, relative to throughput required for the radio terminal UE30-1 to execute the application. The radio base station eNB10-2 controls the response to the Handover Request message, in accordance with the information indicating the fulfillment level included in the Handover Request message.
Abstract: An operating method, a base station, and terminal of a cell of a first communication system for a handover between the first communication system and a second communication system are provided.
Abstract: Concepts and technologies are described herein for managing network load using device application programs. An illustrative method includes receiving, at a mobile device, a list of preferred combinations of location area codes (“LACs”), cell identifiers (“CIDs”), and times that data access by the mobile device is to be incentivized, determining a current LAC associated with a location area within which the mobile device is currently located, determining a current CID associated with a base transceiver station to which the mobile device is currently connected, determining a current time, and determining if the current LAC, the current cell ID, and the current time are included as a preferred combination in the list. The method also includes providing an indication that data access by the mobile device is incentivized if the current LAC, the current cell ID, and the current time are included in the list as a preferred combination.

Abstract: In general, techniques are described for facilitating usage monitoring control in mobile networks. A mobile gateway comprising one or more processors and a memory may be configured to perform the techniques. The one or more processors may be configured to transmit a usage monitoring report indicative of usage of a service provided via a session for which usage monitoring was previously activated. The memory may be configured to store a monitoring key that was configured as a result of activating the usage monitoring for the service. The one or more processors may also be configured to, in response to the indication to deactivate the usage monitoring, remove the monitoring key that was configured as a part of activating the usage monitoring for the session.
Abstract: Provided is a mobile communication terminal comprising: a display unit including a touch screen capable of receiving user's input through the touch screen for controlling the mobile communication terminal; a memory unit; a communication unit; and an activation sensing unit, wherein the activation sensing unit detects a change from an inactive state of the mobile communication terminal to an active state of the mobile communication terminal, wherein the inactive state is defined that the display unit being turned off while the mobile communication terminal being communicable and the active state is defined that the display unit being turned on while the mobile communication terminal being communicable, wherein the mobile communication terminal performs a predetermined operation by an application of the mobile communication terminal when the activation sensing unit detects the change from the inactive state to the active state.
Abstract: The present invention, relating to the field of communications technologies, discloses a method, an apparatus, and a system for relocating a user equipment between radio network controllers. The present invention is directed to configuring the coding scheme configured for the user equipment UE to a coding scheme consistent with the coding scheme supported by a target radio network controller to relocate the UE to the target RNC. The present invention is mainly applicable to inter-RNC handovers.
Abstract: A base station, for communication with a portable communication device and for connection to a communication network, able to receive a number from a portable communication device, and able to select from among the following possibilities as a function of the value of the number, the possibility to establish a call or data transmission to a communication network if the number does not correspond to a predetermined code; else if the number corresponds to a predetermined code, the possibility to activate a function at the base station, or to establish a new configuration for the base station, or to query on information on the base station. Also described is a related communication method.
Abstract: A communication quality measuring apparatus includes a calculating unit, a specifying unit, and an associating unit. The calculating unit collects information that is used to calculate the communication quality of wireless communication from a base station that performs wireless communication with a mobile station and calculates the communication quality by using the information. The specifying unit collects location information from a measuring device that measures the location information related to the mobile station and specifies a mobile station area that is an area in which the mobile station is located by using the location information. The associating unit associates the communication quality calculated by the calculating unit with each of the mobile station areas specified by the specifying unit.
Abstract: A method and a communications unit carrying out the method detects communications problems in the vehicle-to-environment communications in an ISM radio band. To determine the functional ability or the performance capacity of vehicle-to-environment communications, the channel usage of the ISM radio band in use is determined by comparing the channel time occupied by communication messages to the maximum channel time available for communication messages. A warning message is output if the occupied channel time exceeds a threshold value.
Abstract: Methods and systems for using coverage or capacity classifications regarding a macro RF network to manage registration of femtocells with a service provider network (SPN) so as to avoid signaling overload are described herein. After a wide-scale power outage within an area where multiple femtocells are located, the femtocells can power on and attempt to register with the SPN at about the same time. The femtocells can scan RF signals received from the macro network and classify the received RF signals with respect to capacity or coverage of the macro network at the time of transmitting the RF signals. A device within the SPN can determine whether classification of the received RF signals is associated with dropping or accepting a registration request associated with the classified RF signals. The SPN device can accept the registration request or drop the registration request and request the femtocell to transmit another registration request.

A receiver includes receiver chains configured to interface with respective antennas, and a reception quality estimation unit configured to determine a reception quality of a single active receive chain when the receive is in an idle mode. The receiver further includes a diversity controller configured to selectively activate at least a second receive chain in the idle mode based on the determined reception quality from the reception quality estimation unit.
Abstract: Systems and methods for low overhead paging in a wireless communications network are described herein. In some aspects, an apparatus for wireless communication includes a receiver and a processor. The receiver receives a request from a first device. The request indicates a first period of a plurality of periods corresponding to a periodicity for transmitting paging messages. The processor assigns the first device to a group scheduled to receive paging messages at most every first period based on the request and determines a start time for transmitting paging messages to the first device based on schedules for transmitting paging messages to a plurality of other devices. In other aspects, an apparatus for wireless communication includes a processor and memory. The processor derives an information sub-unit from an information unit associated with a paging message, compresses the information sub-unit, and generates a second information unit associated with the method of compression.
