    Abstract: Some embodiments are implemented in a communication system that includes a first wireless communication system and a second wireless communication system that includes a Femtocell access point (FAP) and a network controller that can communicatively couple the FAP to the first wireless communication system. In some embodiments, the network controller can communicatively couple to the first wireless communication system through a UTRAN Iu interface. Some embodiments provide a resource management method that determines that a user equipment (UE) has roved in a region serviced by the FAP. The FAP includes a generic access resource control (GA-RC) protocol sub-layer. The method creates a separate GA-RC state dedicated to the UE in the GA-RC protocol sub-layer. The method also sets the GA-RC state dedicated to the UE to a deregistered state to indicate that the UE is not registered to use the services of the second wireless communication system.

The invention enables the efficient utilization of bandwidth while providing a desired level of quality of service for the applications executing on the devices that utilize the broadcasted data. The invention utilizes a set of bandwidth constraints in combination with a set of heuristics and rules for the allocation and re-allocation of bandwidth among multiple applications in a manner that minimizes the impact on the quality of service metrics of importance to the affected applications when contention exists for the network resources. The present invention implements processes to cause the quality of service provided to each application to degrade smoothly, with certain priorities and guarantees being maintained.

Then, based on one or more selected keywords, a module serves for collecting historical and/or forecasted keyword click data using a historical dataset. The keywords and click data are used as inputs into a linear programming optimization problem, which linear programming optimization technique is employed for calculating a bid amount for bidding on one or more display positions. The bid is optimized based an objective function subject to policy constraints. Given an optimized bid, a module places the bid using an auction server.

The controller may also be configured to adjust operation of the injection device based on the determination.
