    Abstract: Disclosed is a device and method for recognizing characters in an image. An input part receives the image. A blurring decision part classifies the received image into character blocks and background blocks, calculates an average energy ratio of the character blocks, and compares the average energy ratio with a predetermined threshold to determine whether the received image is blurred. If the received image is not blurred, an image binarization part classifies the received image into character blocks and background blocks, compares pixels in the character blocks with a pixel threshold, binarizes the pixels in the character blocks into a brightness value for a character pixel and a brightness value for a background pixel based on the comparison, and binarizes pixels in the background blocks into the brightness value for a background pixel. A character recognition part recognizes characters in the binarized image.

It is determined whether or not the support codecs of the first and second mobile terminals are compatible. If the support codecs of the first and second mobile terminals are compatible, the moving picture mail received from the first mobile terminal is transmitted to the second mobile terminal.     Abstract: A method for generating a combined signal in a mobile terminal equipped with a camera that captures image signals. A captured image signal is coded into a still picture signal based upon a frame size. A received audio signal is coded. An image header containing image pattern information and frame size information is inserted into the still picture signal based upon the frame size. The still picture signal based upon the frame size into which the image header is inserted is combined with the coded audio signal. While the above-described operations are repeated, consecutive still picture signals based upon the frame size are combined with corresponding audio signals. When a recording operation is completed, a combined signal representative of a result of the combining is stored in a moving picture file.

    Abstract: A method and apparatus for enabling a moving picture mail server to transmit moving picture mail to a mobile terminal. When the moving picture mail has arrived, the moving picture mail server notifies the mobile terminal that the moving picture mail has arrived. When the mobile terminal requests that the moving picture mail be transmitted, the moving picture mail is transmitted at a preset transmission rate. Buffering information of the moving picture mail fed from the mobile terminal is checked, and a new transmission rate is set according to a change of the buffering information. The moving picture mail is edited according to the newly set transmission rate, and a transmission operation is performed.
