    Abstract: Controlling interference in a telecommunications network, in which data are transmitted between mobile devices and base stations in resource blocks, includes, for each of the base stations: allocating resource blocks to one of multiple resource groups, the corresponding resource blocks of each base station being in the same resource group; allocating resource groups to one of multiple transmission power values, the corresponding resource groups of each base station having different transmission power values; and allocating respective ones of the mobile devices to one of the resource groups depending upon a UE characteristic. Interference at a resource block of a resource group of a base station caused by a neighbouring base station is detected. In response thereto, an indication of the resource group subject to interference is sent to the neighbouring base station and then the transmission power value of said resource group of the neighbouring base station is selectively reduced.

    Abstract: A base station reselection method for a mobile terminal camped on a base station, which mobile terminal performs a cell reselection function in accordance with reselection parameters. The method characterised by according a different priority to respective radio resource types and varying the reselection parameters in dependence upon the radio resource type of the base station on which the mobile terminal is camped to cause the mobile terminal to preferentially reselect to a higher priority radio resource type when available. A further base station reselection method includes determining radio characteristics of at least one neighbouring base station at a frequency, characterised by varying the frequency at which said radio characteristics are determined in dependence upon the rate of movement of the mobile terminal.

    Abstract: A system and method for restricting public access to a mobile telecommunications network in order to prevent congestion. The system and method are particularly useful in situations where the number of end users exceeds, or is likely to exceed, network capacity, for example in emergency situations or for large public gatherings, such as sporting events or New Years Eve celebrations. The system and method disclosed uses filtering by network elements, such as the base stations and MSCs. In particular the system and method can filter low data messages, such as SMS, from more demanding services, such as voice calls, so that all low data messages are transmitted, while the more demanding services are terminated, unless special conditions are met.

The system information indicator is transmitted on the broadcast channel (BCH). The system information indicator may be a sub-set of the system information conventionally transmitted on the BCH but which is sufficient to allow the mobile terminal to access the network and obtain in the downlink further system information. Alternatively, the information transmitted in the BCH may be a profile index value which directs the mobile terminal to retrieve from a store of the mobile terminal system information pre-stored on the mobile terminal.

    Abstract: Methods and devices are provided for allowing upstream and downstream cable modem termination systems to be located in different physical locations. According to some embodiments of the invention, a downstream CMTS is located at a head end of a cable network and an upstream CMTS is located in each of a plurality of hubs in a cable network. Such a configuration provides more flexibility than prior art systems, especially when much of the traffic passing through the downstream CMTS is broadcast traffic, such as IP video, that will be passed to multiple hubs. Such configurations are more economical because they do not require every hub to have its own downstream CMTS. In preferred embodiments, the upstream and downstream functions are synchronized using a Global Positioning System (“GPS”) reference source.

Buffer data is retrieved from a video buffer and compared to predefined data that indicates a game state during which the advertisement can be presented. If the buffer data corresponds to the predefined data, then an advertisement is sent from the advertisement engine to the rendering library.

    Abstract: A system and method for use in a telecommunications network may utilize Multimedia Broadcast Multicast Services (MBMS), specifically, a Universal Mobile Telecommunications System (UMTS) or a Long Term Evolution (LTE) network may utilize MBMS and eHSPA technology. IP multicast connections directly between the eHSPA Node Bs I 1 and an IP address are utilized to reduce the amount of transport bearers that need to be established. Further, the RNC functionality for setting up an MBMS communication is divided between the eHSPA Node Bs 11 and a legacy RNC, utilised as a CRNC 12. In particular, this arrangement enables the user plane to be effectively established from the enhanced node B, whilst still allowing the second RNC to have control of the control plane decisions. This therefore also allows the resources used in establishing the MBMS communication to be minimized.

    Abstract: A method for cleaning the surfaces of food processing equipment that are heavily soiled with food processing byproducts, such as grease, starch and proteinaceous materials. The cleaning method consists of applying two separate aqueous cleaning solutions that are mixed together. One solution contains an aqueous oxidizing agent and the other solution contains a source of aqueous hydroxide ions. Both solutions are mixed together immediately prior to being applied to the soiled surfaces. The combined formulation utilizes the weak Bronsted acidity of the oxidizing agents in interaction with the hydroxide ions to generate perhydroxyl ions and other active oxygen species, which are significantly more effective at cleaning heavily soiled food processing equipment than each cleaning solution alone.

An arrangement for allowing a mobile terminal/UE (1) to transmit data packets to duplicate access points (5) is disclosed. A particular MME may be selected depending on various criteria, such as to distribute the load evenly between the MMEs (7) of the network or to take a particular MME (7) out of service temporarily in a managed manner.
