    Abstract: Embodiments of systems and techniques are described for determining inter-radio access technology (inter-RAT) coverage for energy saving management (ESM). In some embodiments, a network management (NM) apparatus may determine that a source cell of a network of a first RAT is triggered to activate an energy saving state and that the source cell is partially overlapped by each of a plurality of cells of one or more networks of one or more RATs different from the first RAT. The NM apparatus may instruct the source cell to activate the energy saving state when a combination of the plurality of cells provides coverage of the source cell.     Abstract: An element manager (EM) of a virtualized network for a wireless communication system processes a suspend measurement job request received from a network manager (NM). The request is to suspend a measurement job to provide network function (NF) performance measurements related to a virtualized resource (VR). In response to the suspend measurement job request, the EM stops reports reporting measurement result data for the measurement job and determines whether to instruct a virtualized network function manager (VNFM) to delete one or more performance management (PM) jobs used to support the measurement job. The EM then generates a suspend measurement job response to indicate to the NM a result of the request to suspend the measurement job.

    Abstract: Systems and methods of performance management over a life cycle is provided. A measurement job control service producer receives, from an authorized consumer, a request to consume a measurement job control service. The request is analyzed, appropriate action is taken to satisfy the request and a response indicating the request result is generated. A request is to create or terminate a measurement job to collect the performance data for a NF, NSSI, NSI, or network. To create a job, the producer checks if the job can be supported by an existing job, creates the job if no such existing job exists, and otherwise responds that the job can be supported by the existing job. To terminate a job, the producer checks if the job is serving other consumers, terminates the job if other consumers are not being served, and otherwise responds that the job is currently serving other consumers.

    Abstract: Resource usage data of a virtual machine (VM) instance is collected by an agent to be delivered to the network function virtualization infrastructure (NFVI) for conversion to virtual resource usage metrics to be provided to a virtualized infrastructure manager (VIM) for transmission of a virtual resource usage measurement to a virtualized network function manager (VNFM). For example, an agent executing on a compute node receives virtual resource data from a compute node hypervisor. The agent provides the virtual resource data to the NFVI. The NFVI converts the virtual resource data to virtual resource usage metrics using a publishing pipeline. The NFVI uses the publishing pipeline to report the virtual resource usage metrics to a virtualized infrastructure manager. The VIM uses the data to provide virtual resource usage measurements to a virtualized network function manager (VNFM).

A Virtual Network Function (VNF) PM job is scheduled at a VNF and VNF PM data received in response. From the VNF PM data, it is determined that virtualized resource (VR) management may be a cause of poor VNF performance. A VR PM job is scheduled and results in VR PM data. The VR PM and VNF PM data are analyzed to determine whether to increase the VR at the VNF. If an increase is determined, a request for the increase is transmitted from an element manager to a VNF manager or the VNF PM and/or VR PM data are provided to a Network Manager (NM) for the NM to request the increase by a Network Function Virtualization Orchestrator (NFVO).

    Abstract: Technology for a virtualized network function manager (VNFM) in a mixed wireless network operable to facilitate instantiation of a virtualized network function (VNF) instance is disclosed. The VNFM can receive a request to instantiate a new VNF instance from a network manager (NM) via a network function virtualization (NFV) orchestrator (NFVO), the request including VNF instantiation information. The VNFM can send a request to a virtualized infrastructure manager (VIM) for allocating virtual resources for the new VNF instance based on the VNF instantiation information. The VNFM can receive an acknowledgement from the VIM after successful allocation of the virtualized resources for the new VNF instance. The VNFM can instantiate the new VNF instance and send an acknowledgement of the new VNF instance to the NFVO, wherein the new VNF instance is operable to ease congestion at an overloaded non-virtualized network element in the mixed wireless network.

    Abstract: Embodiments use the principles of self-organizing networks to allocate resources to allow spectrum owners to share spectrum with wireless carriers according to defined license conditions. A spectrum licensee holds the licensing conditions of the spectrum licensed by the spectrum owners. This licensed spectrum is referred to as secondary spectrum. A self-organizing network server requests access to secondary spectrum. The spectrum licensee grants access to the secondary spectrum along with the licensing conditions for access. The self-organizing network server monitors the conditions associated with the license and/or delegates the responsibility for monitoring conditions associated with the license to others. When the license conditions are met, enhanced Node B systems may begin using the secondary spectrum according to the license conditions. When the license conditions are no longer met, enhanced Node B systems discontinue use of the secondary spectrum.
