The mobile network shared spectrum controller and the public shared spectrum controller may operate cooperatively to perform operations of a shared spectrum controller, such as management of secondary usage of shared spectrum by a group of eNBs. The mobile network shared spectrum controller may obfuscate at least a portion of network configuration information from the public shared spectrum controller to enable maintenance of confidential information within the mobile network domain.

    Abstract: Embodiments use the principles of self-organizing networks to allocate resources to allow spectrum owners to share spectrum with wireless carriers according to defined license conditions. A spectrum licensee holds the licensing conditions of the spectrum licensed by the spectrum owners. This licensed spectrum is referred to as secondary spectrum. A self-organizing network server requests access to secondary spectrum. The spectrum licensee grants access to the secondary spectrum along with the licensing conditions for access. The self-organizing network server monitors the conditions associated with the license and/or delegates the responsibility for monitoring conditions associated with the license to others. When the license conditions are met, enhanced Node B systems may begin using the secondary spectrum according to the license conditions. When the license conditions are no longer met, enhanced Node B systems discontinue use of the secondary spectrum.

A measurement job control service producer receives, from an authorized consumer, a request to consume a measurement job control service. The request is analyzed, appropriate action is taken to satisfy the request and a response indicating the request result is generated. A request is to create or terminate a measurement job to collect the performance data for a NF, NSSI, NSI, or network. To create a job, the producer checks if the job can be supported by an existing job, creates the job if no such existing job exists, and otherwise responds that the job can be supported by the existing job. To terminate a job, the producer checks if the job is serving other consumers, terminates the job if other consumers are not being served, and otherwise responds that the job is currently serving other consumers.
