The IRP agent may send the data to the IRP manager in the second format. The data may include, for example, performance monitoring data such as a value of one or more counters and/or a status of one or more alarms maintained by the WLAN AP. Accordingly, one or more components of the LTE-A network may monitor the performance of the WLAN AP.

The VR PM and VNF PM data are analyzed to determine whether to increase the VR at the VNF. If an increase is determined, a request for the increase is transmitted from an element manager to a VNF manager or the VNF PM and/or VR PM data are provided to a Network Manager (NM) for the NM to request the increase by a Network Function Virtualization Orchestrator (NFVO).

A self-organizing network server requests access to secondary spectrum. The spectrum licensee grants access to the secondary spectrum along with the licensing conditions for access. When the license conditions are met, enhanced Node B systems may begin using the secondary spectrum according to the license conditions. When the license conditions are no longer met, enhanced Node B systems discontinue use of the secondary spectrum.
