    Abstract: A technology is disclosed that is operable to determine user equipment (UE) distribution information for a communications network. A cell of an enhanced Node B (eNode B) can be mapped into a plurality of UE distribution bins. A UE in the cell of the eNode B can be associated with a UE distribution bin based on a location of the UE in the cell that is determined using a time advance (TADV) value and an angle of arrival (AOA) measurement of an UL transmission from the UE to the eNode B. A UE distribution of one or more UEs in the cell can be calculated based on a number of UEs in each of the plurality of UE distribution bins.

    Abstract: A method and system for managing inter-cell interference for a plurality of neighboring wireless communication cells in a wireless network is disclosed. Power data indicative of a received power level for a signal from the base station for any user equipment in an outer region of a cell is determined by a base station for each of a plurality of neighboring cells. Number data indicating at least one of a number and a relative number of user equipments within the outer region of a cell is also determined by each base station from the timing of a signal between the base station and the user equipment. The power data and the number data is transmitted to a central manager, where the power data and the number data for the cells is processed to compute a power level in each of a plurality of sub-bands for transmission by each base station. The computed power level in each sub-band is transmitted back to each base station for the control of the power level transmitted by the base station in each sub-band.

    Abstract: A technology for a user equipment (UE) that is operable to connect to a third generation partnership project (3GPP) long term evolution (LTE) cell in a cellular network. Logged minimization of drive test (MDT) measurements can be recorded at the UE at a selected rate when the UE is in a radio resource control (RRC) idle mode in a first LTE cell in a cellular network. A change in a UE state of the RRC idle mode can be identified. The Logged MDT measurements can stop being recorded at the UE when the UE state changes from a camped normally UE state to another UE state of the RRC idle mode. The Logged MDT measurements can resume being recorded when the UE state changes to the camped normally UE state of the RRC idle mode.

The communication device is operable to determine that a MAC control message is protected if an indicator within the MAC control message is set. The communication device validates, if the indicator is set, integrity of the MAC control message in conjunction with a CMAC (cipher-message authentication code) tuple concatenated with the MAC control message.

The technique may factor the number of UEs unable to be offloaded to another RAT (such as a Wi-Fi network), and the service impact threshold of implementing ESM on the primary wireless network. In further examples, an ESM deployment may factor the idle mode state of UEs (user equipment) in determining whether to proceed with ESM activation at a particular time on a particular cell network.
