The NM apparatus may instruct the source cell to activate the energy saving state when a combination of the plurality of cells provides coverage of the source cell. Logged minimization of drive test (MDT) measurements can be recorded at the UE at a selected rate when the UE is in a radio resource control (RRC) idle mode in a first LTE cell in a cellular network. A change in a UE state of the RRC idle mode can be identified. The Logged MDT measurements can stop being recorded at the UE when the UE state changes from a camped normally UE state to another UE state of the RRC idle mode. The Logged MDT measurements can resume being recorded when the UE state changes to the camped normally UE state of the RRC idle mode.

In some examples, a distributed or centralized multi-RAT (radio access technology) technique is provided to implement ESM on a LTE (Long Term Evolution) or UMTS (Universal Mobile Telecommunications System) primary cell network. The technique may factor the number of UEs unable to be offloaded to another RAT (such as a Wi-Fi network), and the service impact threshold of implementing ESM on the primary wireless network. In further examples, an ESM deployment may factor the idle mode state of UEs (user equipment) in determining whether to proceed with ESM activation at a particular time on a particular cell network.

The IRP agent may send the data to the IRP manager in the second format. The data may include, for example, performance monitoring data such as a value of one or more counters and/or a status of one or more alarms maintained by the WLAN AP. In embodiments, an evolved Node B (eNB) may determine an angle of arrival (AoA) and a timing advance (Tadv) for individual UEs of a plurality of UEs that are in a connected mode with the eNB. The eNB may assign the individual UEs to one of a plurality of bins to generate a UE location distribution. Individual bins of the plurality of bins may correspond to a range of values for the AoA and a range of values for the Tadv to indicate a physical location of the corresponding UEs. The eNB may transmit the UE location distribution to a network management entity, which may adjust one or more parameters of the eNB, based on the UE location distribution, using a capacity and coverage optimization (CCO) function.

    Abstract: Embodiments use the principles of self-organizing networks to allocate resources to allow spectrum owners to share spectrum with wireless carriers according to defined license conditions. A spectrum licensee holds the licensing conditions of the spectrum licensed by the spectrum owners. This licensed spectrum is referred to as secondary spectrum. A self-organizing network server requests access to secondary spectrum. The spectrum licensee grants access to the secondary spectrum along with the licensing conditions for access. The self-organizing network server monitors the conditions associated with the license and/or delegates the responsibility for monitoring conditions associated with the license to others. When the license conditions are met, enhanced Node B systems may begin using the secondary spectrum according to the license conditions. When the license conditions are no longer met, enhanced Node B systems discontinue use of the secondary spectrum.

    Abstract: A method and system for managing inter-cell interference for a plurality of neighboring wireless communication cells in a wireless network is disclosed. Power data indicative of a received power level for a signal from the base station for any user equipment in an outer region of a cell is determined by a base station for each of a plurality of neighboring cells. Number data indicating at least one of a number and a relative number of user equipments within the outer region of a cell is also determined by each base station from the timing of a signal between the base station and the user equipment. The power data and the number data is transmitted to a central manager, where the power data and the number data for the cells is processed to compute a power level in each of a plurality of sub-bands for transmission by each base station. The computed power level in each sub-band is transmitted back to each base station for the control of the power level transmitted by the base station in each sub-band.
