The UE may transmit a response rejecting the paging message to the base station associated with the first RAN, and the response may include information that causes the base station to release the UE to the inactive or idle mode. Accordingly, the base station may transmit, to the UE, a radio resource control message that includes information to release the UE to the inactive or idle mode on the first RAN.
