    Abstract: A system and method to perform load-balancing and congestion control between a primary Radio Access Technology (RAT) and a secondary RAT. A broadcast message is sent to all User Equipments (UEs) operating under the secondary RAT. If the primary RAT is congested, a congestion indicator in the broadcast message prevents the UEs from idle re-selecting or switching to the primary RAT. Even if the primary RAT is not congested, the broadcast message may still include other parameters such as one or more probability values, a group identifier for the UE groups, and a retention timer. The idle UEs in the secondary RAT that generate device-specific random values that are equal to or greater than the applicable probability threshold value(s) are allowed to reselect the primary RAT. If an idle UE fails this probability test, it may not be allowed to reselect the primary RAT again until the retention timer expires.

    Abstract: A handover control method and apparatus for limiting handover of a User Equipment (UE) from a macrocell to an underlying small cell when the UE is operating in a High Speed Mobility (HSM) mode in a radio access network. The UE receives an HSM pilot strength threshold offset parameter from the network and initiates handover from a macrocell to an underlying small cell using a first pilot strength threshold value when the UE is operating in a standard mode. The UE initiates the handover using a second pilot strength threshold value when the UE is operating in HSM mode. The second pilot strength threshold value is equal to the first pilot strength threshold value modified by the HSM pilot strength threshold offset parameter.

    Abstract: A system and method in which a Radio Link Failure, RLF, report from a User Equipment, UE, provides system time-based timestamps to enable a source node to correctly analyze the real cause of an RLF associated with a handover. The timestamps are provided for the latest fulfillment of each event-specific entering condition associated with a handover-triggering event and for the occurrence of the RLF. The recorded timestamps are sent as part of RLF-reporting information to be forwarded to the source node to assist the source node in adjusting event-specific threshold(s) as well as other non-threshold related handover parameters such as the Time To Trigger, TTT, period, the time delay between a UE's transmission of its Measurement Report and the source node's transmission of the handover command, and the like, to reduce similar RLFs in the future. The generation of timestamps does not waste the UE's processing resources or battery power.
