  • Patent number: 8797997
Abstract: A system and method for determining an initial mean open loop power level of a pilot channel of a reverse traffic channel for a mobile terminal. The initial open loop power level enables handoff of an active call from a first access network to a second access network. A handoff initialization request is from the first access network. A mean received power level of the forward link of the second access network is measured and transmitted to the second access network. An open loop power adjustment factor is received from the second access network. The initial mean open loop power level is set based on the open loop power adjustment factor.

  • Publication number: 20140213277
Abstract: A system and method to perform load-balancing and congestion control between a primary Radio Access Technology (RAT) and a secondary RAT. A broadcast message is sent to all User Equipments (UEs) operating under the secondary RAT. If the primary RAT is congested, a congestion indicator in the broadcast message prevents the UEs from idle re-selecting or switching to the primary RAT. Even if the primary RAT is not congested, the broadcast message may still include other parameters such as one or more probability values, a group identifier for the UE groups, and a retention timer. The idle UEs in the secondary RAT that generate device-specific random values that are equal to or greater than the applicable probability threshold value(s) are allowed to reselect the primary RAT. If an idle UE fails this probability test, it may not be allowed to reselect the primary RAT again until the retention timer expires.

  • Patent number: 8750213
Abstract: A system receives, from a mobile station, a connection request that specifies a particular application type. In response to determining that the connection request is to be denied, the system sends a response denying the connection request to the mobile station, where the response includes a delay time that is applicable to the particular application type but not to another application type, and where the delay time indicates an amount of delay that the mobile station is to wait before resending another connection request.

  • Publication number: 20140087717
Abstract: A system, method, and device for minimizing uplink registration or location reports, such as route update messages, for fixed or low-mobility devices. An access terminal is configured to transmit route update messages to a radio access network at a first rate and also at a reduced rate that is lower than the first rate. The access terminal is configured to transmit to the radio access network a request to allow the access terminal to use a reduced reporting function that causes the access terminal to transmit route update messages at a reduced rate that is lower than the first rate, receive a response that grants permission to use the reduced reporting function, and transmit route update messages at the reduced rate in accordance with the reduced reporting function.

  • Publication number: 20130272119
Abstract: A method for controlling access to a wireless Access Network (AN) by a wireless communication device. The device stores a Device Access Priority (DAP) level based on characteristics of the device. When the device has data to send, the device receives an overhead message from the AN containing a Network Access Priority (NAP) parameter defining a minimum priority level for initiating network access. The device determines whether its DAP level is equal to or greater than the NAP parameter. If not, the device periodically repeats the receiving and determining steps until the stored DAP level is determined to be equal to or greater than the NAP parameter received from the AN. When the stored DAP level is equal to or greater than the NAP parameter, the device initiates network access. The device may perform and pass a Persistence Test before transmitting the data on an access channel (ACH).

  • Patent number: 8526396
Abstract: A mobile station determines whether the mobile station is receiving an overhead message in tunnel mode during a handover procedure of the mobile station from a source wireless access network to a target wireless network. The source and target wireless access networks are according to different technologies. In response to determining that the mobile station is in the tunnel mode, tunnel mode processing of the overhead message is performed. In response to determining that the mobile station is not in the tunnel mode, different processing of the overhead message is performed.

  • Patent number: 8509801
Abstract: An extended global service redirection message (EGSRDM) is provided within the standards for mobile communications networks, where the EGSRDM supports multiple band class records within the common fields. The base station generates an EGSRDM with multiple band class records, with each band class assigned specific frequencies. When a mobile station (MS) receives the EGSRDM, the MS compares the parameters of the various band classes (frequency, ACCOLC, P_Rev) with those supported by the MS, and generates a list of the band class(es) from those provided within the EGSRDM that are supported by that MS. The MS then selects the first band class within the list and selects a frequency within the selected band class to assign to MS communication. When none of the frequencies within the selected band class is available, the MS selects the next band class within the created list and selects a frequency from the next band class.

  • Patent number: 8422616
Abstract: A wireless access terminal, system and method for the wireless access terminal to synchronize to system times in a wireless communication system. A first timing hierarchy in a first wireless communication network is used to operate the wireless access terminal. The first wireless communication network has a first radio access technology. Operating with the first timing hierarchy includes determining a frame cycle for the first wireless communication network. The frame cycle has a frame cycle boundary. Broadcast parameters for a second wireless communication network having a second radio access technology different from the first radio access technology are received. The broadcast parameters include the system time of the second wireless communication network. The system time of second wireless communication network is aligned, from the perspective of the wireless access terminal, with the frame cycle boundary.

  • Publication number: 20120108182
Abstract: While a mobile station is in a reduced power state, the mobile station determines whether the mobile station has up-to-date neighbor cell information. In response to determining that the mobile station does not have up-to-date neighbor cell information, the mobile station transitions from the reduced power state to a higher power state, so that the mobile station can receive a message identifying neighbor cells.

  • Publication number: 20120058760
Abstract: A mobile station attached to an access network receives a control message identifying neighboring cells of a different wireless technology than the access network. The mobile station searches for signaling of the neighboring cells of the different wireless technology, and in response to not being able to detect the signaling of the neighboring cells, the mobile station increases a time interval between successive searches for the signaling.
