    Abstract: A semiconductor integrated circuit device includes cells A-1, B-1, and C-1 that have the same logic. Cell B-1 has cell width W2 larger than a cell width of cell A-1, but gate length L1 of a MOS transistor is equal to that of cell A-1. Cell C-1 has cell width W2 equal to a cell width of cell B-1, but has a MOS transistor having large gate length L2. A circuit delay of cell C-1 becomes large as compared with that of cells A-1 and B-1, but leak current becomes small. Therefore, by replacing cell A-1 adjacent to a space area with cell B-1, and by replacing cell B-1 in a path having room in timing with cell C-1, for example, leak current can be suppressed without increasing a chip area.

Therefore, a design procedure of each part (e.g., an LSI, a PKG, a PCB, etc.) is decided, and allocation of resources to a part which is designed with a higher priority is decided, and thereafter, the other parts start to be designed. Therefore, a basic interconnect distribution for a circuit board is calculated based on a prediction function for predicting an interconnect distribution for the circuit board using design information of the circuit board as input data, and is output.

An auxiliary switch extends in an axial direction of the motor and is mounted thereon for operating the electromagnetic switch by means of an operation of a key switch. A pinion gear can be placed into or out of engagement with a ring gear of the engine so as to be driven by the motor. The motor has a bracket with a radially extending flange, through which the starter is mounted on the engine. The auxiliary switch is arranged at an inner side of a common tangent line between outer peripheries of the electromagnetic switch and the flange.
