Moreover, the schedule management unit reflects the estimated status of the operation in the operation schedule, and the presentation unit presents the operation schedule in which the status of the operation is reflected. The first angular velocity estimation unit calculates a first estimated angular velocity as a low-frequency component including a DC component of a real angular velocity based on the model deviation. The second angular velocity estimation unit calculates a second estimated angular velocity as a high-frequency component of a real angular velocity based on a specific high-frequency component of the model deviation. The adder adds the first and second estimated angular velocities together. An addition value of the first and second estimated angular velocities is fed back as the estimated angular velocity to the deviation calculation unit.
