In this way, signaling overheads are reduced.

The cell changing method comprises: executing a listen-before-talk operation on the basis of an unlicensed spectrum resource; and, if the execution of the listen-before-talk operation fails consecutively, then executing a cell selection or cell reselection. The technical solution of the present invention increases the success rate of an RRC connection in a case of consecutive failures of unlicensed spectrum LBT, thus effectively solving the problem of an RRC connection failure.

Abstract: The present disclosure relates to a method for scheduling a logical channel, a method for generating configuration information and a device. The method for scheduling a logical channel comprises: determining, according to logical channel configuration information, a coverage area of each logical channel, the configuration information comprising coverage area information of the logical channel; selecting, according to a transmission distance of a grant, a logical channel having a coverage area matching the transmission distance; and allocating a resource to the selected logical channel, and completing scheduling. Abstract: A method and device for reporting random access statistical information, the reporting method comprising: acquiring statistical information for random access and reporting the statistical information and category information to a base station, the category information being used to indicate a random access category corresponding to he statistical information. By means of reporting statistical information for different random access categories, a terminal may optimize parameters for each random access process, thereby reducing the consumption of resources and signaling overhead, and improving the efficiency of random access.
