Abstract: A method and device for reporting random access statistical information, the reporting method comprising: acquiring statistical information for random access and reporting the statistical information and category information to a base station, the category information being used to indicate a random access category corresponding to he statistical information. By means of reporting statistical information for different random access categories, a terminal may optimize parameters for each random access process, thereby reducing the consumption of resources and signaling overhead, and improving the efficiency of random access.

Therefore resource preparation at the target base station during a handover procedure is improved.

Abstract: This application provides a reflective QoS flow characteristic-based communications method and apparatus. In the method, an access-network network element sends first information to a core-network network element, where the first information is used to indicate whether a data packet has a reflective QoS flow characteristic; and the access-network network element determines, based on the first information, whether there is a need to send a QoS flow identifier to a terminal. In this way, signaling overheads are reduced.
