    Abstract: Method and apparatus for selecting a reference frame for motion estimation in a video encoder is described. In one example, motion estimation is performed on a current macroblock in a current frame with respect to a reference frame to obtain a motion vector, a sum of absolute difference (SAD), a global motion vector, and an average SAD. A first relative change of the motion vector with respect to the global motion vector is computed. A second relative change of the SAD with respect to the average SAD is computed. A functional based on the first relative change, the second relative change, a first parameter, and a second parameter is computed. The functional is compared with a threshold. The reference frame is selected if the functional satisfies the threshold.

    Abstract: An air sterilization device with low aerosol bounce includes an air conditioning pipe, a porous filter media, and a UV light generator. This porous filter media, it is secured on the fixing portion. This porous filter media has many irregularly distributed channels. The channel is coated with a coating layer having a thickness between 10 ?m to 1000 ?m sticking aerosols for avoiding bounce effect. The UV light generator can emit UV light to kill biological aerosols. It is suitable for long-term usage. So, the bounce effect of aerosols can be significantly reduced. The maintenance cost is low. The sterilization effect is excellent. Plus, the flow rate of the air conditioning system remains high.

In addition, the port detection and protection circuit utilizes at least one logic component to output logic signals according to the detection signals.     Abstract: A multi-stage horizontal elutriator includes a flow inlet, a flow outlet, a hollow container that is disposed between said flow inlet and said flow outlet. This hollow container has a guide-in portion, a first parallel plates set, a second parallel plates set, and a guide-out portion. The first plates set is different to the second plates set. So, the aerosol's falling distance can be shortened significantly. The relative culturable ratio and the survival efficiency for bioaerosols are both high. The structure is simple with low cost.

    Abstract: A receiver locates command data from the compressed video sequence. A detector detects a change in the command data to indicate motion. The detector detects change in the quantization factor to indicate motion according to an embodiment. The receiver locates the command data from the compressed video sequence by obtaining synchronization information to locate known position in the video sequence and by parsing until finding the desired command data field according to an embodiment. This command data located by the receiver indicates the quantization factor of the compressed video sequence. Both the receiver and the detector can operate in real time on the compressed video sequence.
