    Abstract: Methods, systems, and devices are described for Wireless Local Area Network (WLAN) offloading through radio access network rules. In one embodiment of a method of wireless communication, a mobile device may determine that Radio Access Network (RAN) assistance information is unavailable, the RAN assistance information including a first set of thresholds for switching a Packet Data Network (PDN) connection of the mobile device from a WLAN to a Wireless Wide Area Network (WWAN). The mobile device may further access a second set of thresholds based at least in part on the determining, and the mobile device may determine to switch the PDN connection from the WLAN to the WWAN based at least in part on the second set of thresholds.

The UMS transmits a call setup and a subscriber identity to a servicing-call state control function (S-CSCF). The S-CSCF may have no record of the subscriber identity due to a restart are some other event. The UMS receives a second query from the S-CSCF based in part of the subscriber identity. The UMS transmits a home address of a mobile station to the S-CSCF. The UMS may also transmit a profile download to the S-CSCF.

In this way, traffic belonging to a specific service or application can be charged and policed based on service specific needs. The disclosure thus relates in some aspects to the use of access credentials and service credentials. These different types of credentials can be used to enable traffic differentiation and policing based on the credentials in use.

The data radio bearer for binding to the service data flow can be determined as either an existing data radio bearer that supports one or more quality-of-service (QoS) parameters of the service data flow or a new data radio bearer to support one or more data flows of the service data flow. An existing data radio bearer can be modified or a new data radio bearer can be established based on the determination. Based on the binding, a packet can be transmitted using the data radio bearer based at least in part on classifying the packet as related to the service data flow.

In some examples, a handover from a legacy access network to a next generation access network may be performed via a next generation core network. The next generation core network serving node may identify another next generation core network serving node to which the handover may be forwarded based on the target cell identifier or may select the next generation access network based on the target cell identifier.
