The identification unit uniquely identifies a vehicle that is to issue an emergency notification by communicating with the one or more second vehicles. The collector collects accident information from the one or more second vehicles when the first vehicle corresponds to the vehicle that is to issue the emergency notification. The notification unit notifies an emergency notification center of the accident information collected by the collector as notification information.
