    Abstract: A link re-establishment method, an apparatus, and a system are provided. The method includes: obtaining, by user equipment (UE), a MAC of the UE based on a NAS integrity key and a first MAC generation parameter, where the first MAC generation parameter includes an identifier of the UE; sending, by the UE, a re-establishment request message to a target RAN, where the re-establishment request message includes the MAC and the first MAC generation parameter; and receiving, by the UE, a re-establishment response message of the target RAN. The UE triggers, by sending the re-establishment request message, a CP functional entity to perform authentication on the UE. This resolves a prior-art problem that an excessively long time is consumed to re-establish a connection to a target RAN by using an RAU procedure, increases a speed of re-establishing a connection between UE and a network, and improves user experience.

The server determines at least one piece of upgrade feature information corresponding to the to-be-upgraded component. The server sends a feature upgrade package corresponding to the upgrade feature information to an upgrade manager in the terminal, so that the upgrade manager upgrades the to-be-upgraded component based on the feature upgrade package corresponding to the upgrade feature information. An upgrade may not be performed on an entire terminal. In addition, upgrading the to-be-upgraded component may be based on the feature upgrade package corresponding to the upgrade feature information.

The data transmission attribute comprises a transmission scheme type, and the transmission scheme type is used to indicate a transmission scheme used by the terminal device for transmitting service data used by the terminal device, thereby improving network resource utilization.

The method may include determining, by a terminal, a service attribute of to-be-transmitted data, where the service attribute includes one or more of the following: a service type attribute, a service packet attribute, and a service latency attribute. The method may also include sending, by the terminal when the service attribute meets a preset condition for early data transmission, a random access request to a network device using a dedicated resource for the early data transmission. In this way, the early data transmission is initiated after the service attribute meets the preset condition for the early data transmission, so that a quantity of times for which the early data transmission is initiated is reduced, thereby saving resources. In addition, a success rate of the early data transmission can be improved.
