    Abstract: Embodiments of the present invention provide a cell selection and reselection method and apparatus, so as to resolve a problem existing in the prior art that repeated reception of data by using an existing cell selection and reselection method causes a waste of resources and an increase in power consumption. The cell selection method includes: measuring signal quality of a cell, and acquiring a coverage class offset value that is preconfigured by a network side for the cell; and selecting a target cell according to the signal quality of the cell and the acquired coverage class offset value of the cell.

    Abstract: Embodiments of this application provide a method for transmitting positioning assistance data and a device. The method includes: receiving, by a network device, at least one positioning assistance data message sent by a positioning server, where the at least one positioning assistance data message is used to carry positioning assistance data; and broadcasting, by the network device, a system message to a terminal device, where the system message is used by the terminal device to obtain the positioning assistance data. According to the embodiments of this application, the network device broadcasts the system message to broadcast the positioning assistance data. In this way, a problem of low efficiency of transmitting existing centralized positioning assistance data can be resolved, and a problem in the prior art that a positioning server needs to perform signaling communication with each terminal device in a unicast transmission scenario can be avoided, thereby reducing signaling overheads.

The UE receives the encoded information; decodes the antenna configuration information of the neighboring cell from the encoded information; and performs determination of predetermined time-frequency resource according to the antenna configuration information of the neighboring cell. The predetermined time-frequency resource is used by a base station of the neighboring cell for transmitting pilot measurement information.

This systems and methods may also include embodiments to determine a position of the radio sub-frame within the radio frame associated with the SFN with reference to a quantity of radio sub-frames suitable for the paging in the radio frame, the identifier related to the UE, and a parameter derived from the DRX period length of the UE.

The method includes: obtaining, by user equipment UE, a MAC of the UE based on a NAS integrity key and a first MAC generation parameter, where the first MAC generation parameter includes an identifier of the UE; sending, by the UE, a re-establishment request message to a target RAN, where the re-establishment request message includes the MAC and the first MAC generation parameter; and receiving, by the UE, a re-establishment response message of the target RAN. The UE triggers, by sending the re-establishment request message, a CP functional entity to perform authentication on the UE. This resolves a prior-art problem that an excessively long time is consumed to re-establish a connection to a target RAN by using an RAU procedure, increases a speed of re-establishing a connection between UE and a network, and improves user experience.
