The outermost dash-dot broken lines in the drawings illustrate the display screen or portion thereof and form no part of the claimed design. The other broken lines in the drawings illustrate portions of the animated graphical user interface that form no part of the claimed design.

The appearance of the animated graphical user interface sequentially transitions between the images shown in FIGS. 1 through 4, and between the images shown in FIGS. 5 through 8, respectively. The process or period in which one image transitions to another forms no part of the claimed design.

The ornamental design for a display screen or portion thereof with animated graphical user interface, as shown and described.
