In one type, the motion vector predictor of a current block in the video frame is calculated using only the motion vector of a neighboring block which is directly above the current block. In another type, the motion vector predictor is calculated using the motion vector of a neighboring block which is located on the left side of the current block. In the former type, adjacent blocks located in the same row can be decoded independently of each other. In the latter type, adjacent blocks located in the same column can be decoded independently. The system may also be capable of conventional coding.
